On May 5, the joint prevention and control mechanism of the State Council held a press conference to introduce the work of strengthening the quality management of medical materials and standardizing the market order.
At the meeting, the Ministry of Commerce responded that China has not and will not restrict the export of medical materials, but will provide stronger support for the international community in fighting the epidemic. According to the General Administration of customs, since March, a total of 10.2 billion yuan worth of major epidemic prevention and control materials have been released, including about 3.86 billion masks.
China does not and will not restrict the export of medical materials
At present, there are more than 2000 medical device registration departments in China, and there are more than three medical device registration departments in China. For foreign purchasers, the number of suppliers available is relatively sufficient and the quality of supply is more guaranteed.
She also stressed that the Chinese government has always attached great importance to the quality and safety of medical materials. It is particularly important to strengthen quality supervision in the special period of epidemic prevention and control. The purpose of our announcement is to strictly control the quality of products, standardize the export order, and better play an important role of medical materials in the global fight against the epidemic. In fact, this is a firm action of the Chinese government to support the global fight against the epidemic and an active responsibility to play the role of a responsible big country.
Some export medical materials are unqualified?
Ministry of Commerce: the report is not objective
Jiang Fan responded to the problem that some countries said that medical supplies such as masks purchased from China were substandard. Jiang Fan said that through various investigations, we found that the relevant reports did not objectively reflect the whole picture of the facts. Some of them were completely attributed to the poor quality of Chinese products. In fact, there were many reasons, such as different quality standards of Chinese and foreign products, differences in usage habits, and even some quality problems caused by improper operation of users.
She said that recently, the Ministry of Commerce, together with the General Administration of customs and the food and drug administration, issued an announcement requiring the export of five categories of products, such as detection reagents, to obtain the qualification of China's drug regulatory authorities and meet the quality standards of importing countries and regions. The Ministry of Commerce, together with relevant departments, will strengthen supervision in production certification, customs clearance and other links, and will crack down on counterfeiting and shoddy and disorderly behaviors once found out, punish them according to law, and never tolerate them. They will earnestly maintain the image of "made in China" and better play an important role of medical materials in supporting global epidemic prevention and control.
She pointed out that it is an international practice for importing countries and regions to control the quality of medical materials entering their own markets. While China takes the initiative to strictly control the quality of export products, it also hopes that relevant countries and regions will conduct necessary quality inspection in the import link. At the same time, in use, it is also necessary to strictly follow the product scope of application and operating procedures to correctly use. As for the problems in procurement, it is suggested that the enterprises of both sides should fully communicate with each other and solve them through negotiation in accordance with the contract and the principle of commercialization.
China has worked with 54 countries and regions
Signing of commercial procurement contract for medical materials
As of April 4, 54 countries and regions and 3 international organizations have signed commercial procurement contracts with Chinese enterprises, and 74 countries and 10 international organizations are negotiating with Chinese enterprises on commercial procurement, Jiang said. Next, China will export more medical materials needed by the international community, strictly control the quality and standardize the order, so as to make China's contribution.
Since March
China has exported 3.86 billion masks
Jin Hai, director of the General Department of General Administration of customs, said that from March 1 to April 4, a total of 10.2 billion yuan worth of major epidemic prevention and control materials were released nationwide.
Specifically, novel coronavirus covers about 3 billion 860 million, worth 7 billion 720 million yuan, 37 million 520 thousand protective clothing, 910 million yuan, 2 million 410 thousand infrared thermometers, 331 million yuan, 16 thousand respirator, 310 million yuan, 2 million 840 thousand new box detection kit for coronavirus, 8 million 410 thousand pairs of goggles. Customs departments will continue to strengthen supervision, optimize services, and support qualified and reputable enterprises to export medical materials in an orderly manner.
In order to ensure the orderly customs clearance of materials for epidemic prevention and control, the General Administration of Customs has set up a special working group to strengthen the organization and leadership of the export of medical materials, Jinhai said. For novel coronavirus reagents, medical masks, medical protective clothing, respirators and infrared thermometers, the export medical materials must be declared strictly in accordance with the medical device product registration certificate approved by the drug administration department. It supports enterprises to submit relevant certificates through electronic means, strengthen Customs Protection of intellectual property rights, and resolutely investigate and deal with the infringement of epidemic prevention commodities. We will severely crack down on illegal acts such as false export reports, concealment, concealment, counterfeiting as true, and substandard products passing off as qualified ones.
